Reduction Roadmap – a science-based transformation tool
The Reduction Roadmap is an Earth-shot project which – for the first time ever - works to translate the Paris Agreement and the Planetary Boundary for Climate Change into industry-specific reduction targets for new Danish housing projects. The Reduction Roadmap identifies where we are today, where we need to go, and the speed at which we must reduce our carbon emissions to reach Earth’s safe operating space. The result is a science-based transformation tool and a call to action for the Danish building sector, working to align all building industry actors with commitment to the Paris Agreement.
The Reduction Roadmap is developed in a cross-sectoral partnership with advisors, research institutes, architects, and NGOs within the building industry and is based upon the latest scientific knowledge of anthropogenic human impact on the planet.

Reduction Roadmap 2.0 – an industry-wide campaign to align the Danish building regulations with climate science
With the Reduction Roadmap 2.0 EFFEKT, CEBRA and Artelia succeeded in uniting the Danish construction industry with the message that no company can commit to building within the framework of the Paris Agreement alone. It requires collective effort, shared legislation, and political action. Ahead of the 2025 building regulations negotiations, they created a unique opportunity for over 600 companies, organizations, and municipalities, who declared their support, to influence decision-makers. The Reduction Roadmap went from being a science-based transformation tool to a movement that inspires and mobilizes the entire construction industry around transformative change.
Beyond the Roadmap – a comprehensive transition plan for the building industry
As climate science and its application in the building industry continue to evolve, Reduction Roadmad has now moved into its third phase “Beyond the Roadmap.” Inspired by recent insights from the “Doughnut for Urban Development: A Manual”, this initiative expands its focus from CO₂ reduction alone to include new targets for core Earth-Systems: Climate Stability and Functioning Ecosystems, which are interdependent.
This approach - defined as the Butterfly Framework - addresses the pressing question of how the building industry can operate within planetary limits. The approach is grounded in a dual strategy: Mitigating carbon emissions within the Reduction Roadmap reduction curve, while simultaneously fostering regeneration of the natural world. The Butterfly emphasizes that we cannot achieve sustainable development solely through reduction: instead, we must actively expand Earth’s capacity by investing in net-positive regenerative contributions.
“Beyond the Roadmap” exceeds the precise, linear goals in earlier Reduction Roadmap reports by introducing a broader, bolder scope, yet remains data-driven and science-aligned. It acknowledges the importance of empowering the building industry to serve as a catalyst for regenerative practices and invites policy evolution and courage in shaping the future.

Reduction Roadmap becomes an association
Simultaneously, the Reduction Roadmap has become an association with the purpose of empowering the construction industry as a change agent.
The association’s secretariat is housed at Dansk Erhverv, which already supports the Reduction Roadmap. The board will initially consist of Sinus Lynge, Mikkel Schlesinger, and Steffen Maagaard, representing the founding parties EFFEKT, CEBRA and Artelia respectively.
It is already possible to become a supporting member of the new association, which will operate as a non-profit NGO and aims to be funded through a combination of membership contributions and grant applications.
Both individuals and companies can register as supporting members, helping to give the association a mandate in the transition to a society that operates within planetary boundaries.
